They're just cities. If you go to the website, then you become a "citizen." You don't have to do anything. It just adds to the population. You can become a new citizen once every day (meaning that you can visit as many times as you wish, but you will only be counted once every 24 hours). It's basically a game to see who can get the biggest city.
